Collection Personnel Training Preferred Alliance holds
quarterly trainings at our home office in Lathrop, California
for collection site/collectors who are seeking to meet the DOT
training requirements for DOT Urine Collection Training. Our own
in-house trainer will provide the follow items to meet the DOT
requirements in each training session. The following is a brief
description what to expect in an all-day training session:
- Knowledge of Basic Information – The new Part 40 requires
that collectors first and foremost be knowledgeable in 49
CFR Part 40, the DOT’s Urine Specimen Procedures
Guidelines and the DOT agency regulations applicable to
the employers for whom collections are performed. Collectors
must stay current on these materials as regulations and
guidance change.
- Qualification Training – Qualification training is really the
cornerstone of the collector training program. Qualification
training includes instruction on specific subjects as outlined
in 49 CFR 40.33, such as the steps for completing a collection
and information on problem collections. Qualification training
may be accomplished in a variety of ways, such as through
instructional videos, Internet training programs or traditional
classroom instruction, as long as the required subjects
are covered.
- Initial Proficiency Demonstration – After qualification training,
collectors are required to demonstrate their proficiency in
collections through the completion of five consecutive, error-free
mock collections. These mock collections must include both
uneventful and problematic collections, with specific requirements
outlined in the regulations. These mock collections must also be
monitored and evaluated in-person, or by a means that provides
real-time observation, by someone who has demonstrated the
necessary knowledge, skills, and abilities as defined in 40.33 This
person must evaluate the collector’s performance and attest in
writing that the mock collections are error-free.
- Error Correction Training – If a collector makes a mistake in
the collection process that causes a test to be cancelled, the
regulations require that error correction training be conducted.
This training is to focus on the subject matter in which the error
occurred. Demonstration of proficiency through the completion
of three consecutive error-free mock collections is also required
as part of error correction training, with the person providing the
training, monitoring, and attesting in writing that the mock
collections were error-free.
- Refresher Training – Refresher training is required every five
years from the date on which the collector received qualification
training and provided initial demonstration of proficiency. This
refresher training must meet the same requirements as
qualification training and initial proficiency demonstration.
