Stanley Fisher is the Chairman and CEO of Preferred
Alliance, Inc. Mr. Fisher spent 10 years in aerospace,
3 years as a technical administrator to the Dean of the
Medical School, University of Irvine, and the past 24 years
as the CEO for HSBA and its predecessor organization,
Health Services Foundation. Mr. Fisher received his BS
Degree from Colorado State University in Bacteriology and
conducted graduate work in Biophysics and Business

Michael Taime

With a background in the health services industry
dating back to 1975, Mr. Taime developed an on-site
drug testing program for seasonal employees of
Tri-Valley Growers and Del Monte Foods, which
continues to average over 5,000 on-site tests annually.
When the drug testing business expanded to include DOT
compliance testing in 1994, Mr. Taime likewise expanded
his business to include the same. The road to Preferred
Alliance was paved. Since then, his direction has built
Preferred Alliance to 1300+ clients and over 10,000
covered employees. Most importantly, Michael has won the distinguished C-SAPA
designation awarded by the Substance Abuse Program Administrators Association (SAPAA),
only one of less than 100 people to earn this accreditation.


Dennis Hollnagel
General Manager

With HSBA, Inc. for 24 years

Dennis Hollangel is the General Manager of Preferred
Alliance, Inc. Dennis has been with our company for
24 years working as the Operations Manager for
our Health Check-Up program. He oversees all
aspects of the day to day operations dealing with
our drug testing program, including the consortium
we manage exclusive to Independent Owner Operators
who must comply with DOT testing. Mr. Hollnagel is a
graduate of California State University , Fresno .




Linda Ploof-Hollnagel

Linda has been with HSBA since 1994 when she started
with the Health Check-up program as a senior program
coordinator. When Preferred Alliance was established in
1996, she joined the core team of PA staff and dove into
the DOT requirements through attending annual SAPAA
conferences and developing solid relationships with the
California Trucking Association, California Highway Patrol,
the California Farm Bureau and the California Public
Utilities Commission. Today, Ms. Ploof manages Preferred
Alliance’s customer service department and serves the
primary liaison to clients, government and state regulatory
agencies. She additionally administers the drug testing programs for
Kaiser Permanente’s 55 occupational health clinics in Northern California,
and the testing programs for the California Farm Bureau. She is certified by the Department
of Transportation as a Breath Alcohol Technician.

 

Manny Chavez
Director of Operations

Mr. Chavez is the operational heart of Preferred
Alliance in controlling all of the drug and alcohol
testing programs. He oversees the random
selection process, pool management. He is also
an Instructor for both Breath Alcohol and Urine Drug
Technicians. He is the exclusive Trainer for Kaiser
Permanente’s Occupational Health Clinics throughout
the State of California. He is a seasoned professional in the field of drug and alcohol testing
having overseen 120,000 urine specimen collections and coordinating over 2000 drug testing
programs. He has a Bachelor of Arts in Sociology with special studies in Drug and Alcohol
Testing/Abuse Programs. He is a certified Trainer for Department of Transportation Urine
Collection Procedures. He is certified as a Department of Transportation, Breath Alcohol
Technician (BAT). Most recently, he received an appointment to teach for the DOT/Transit
Safety & Security Division (TSI) as an Associate Instructor Staff member.

 

Tina Reeves
Business Systems Analyst

Mrs. Reeves comes to us with a degree in Computer Software &
Small Business Management. With experience in marketing research
and analysis, business communications, strategic planning and
internal business development, Mrs. Reeves joins Preferred Alliance
with the goals of supporting the establishment of an internal structure
platform that will prepare Preferred Alliance for substantial growth.
Her experience with billing system conversions, project management,
and process development skills are directly transferable to the
business goals of Preferred Alliance. In addition, Mrs. Reeves is
certified by the Department of Transportation as a Breath Alcohol Technician and Drug Urine
Collection.
